Anti-Tethering Law Begins Jan. 2010

DURHAM, N.C. -

Starting January 1, 2010, Durham County citizens will no longer be able to tie their dog outside with any type of chain or runner.  After January 1, 2010, if your dog is tied out and left unattended, it could result in fines anywhere from a $50 civil penalty to taking the dog owner to court and filing criminal charges.

This new anti-tethering ordinance has been enacted to protect the dogs and the citizens of Durham. Dogs left tied out can be at risk of many things, such as accidental choking or injuries from being entangled. Improper tie outs can result in dogs breaking the tie out and becoming a nuisance or danger to neighbors and other animals, getting lost, injured, or even killed. Lack of human contact when dogs are tied out can lead to loneliness for the dog and even dog aggression.

For you as a dog owner it means you will need to provide some other way of keeping your dog on your property.  We hope you will choose to bring your pet inside, but we realize this may not be the best solution for your family. If you must keep your dog outside you will be required to have a fence. The minimum requirements for the fence are:

•  100 square feet for a dog under 20 pounds (10 x10 pen)
•  200 square feet for a dog over 20 pounds (10 x 20 pen)

These dimensions are for each dog so for example if you have 2 dogs less than 20 pounds you will need twice the square footage.  You also have the option of having an underground fence system professionally installed.

    While this is a good law it fails to address traveling with dogs. I frequently will take my dog on a walk and will tie her off for a few minutes to grab a few items. I also tie her to a tree when I meet with friends at a local deli. On those nights she is provided with a full water bowl, and the management helps keep and eye on her for thoe hour we meet. She get plenty of walk time before and after. How does the law apply outside of your house and property.

    @Roxanna, You should talk to a local private rescue group about your situation. First, they can approach your neighbor about the "$20 Fix", a discount spay program that's available. If that doesn't work.....well, the female might just "escape" one night.

    I wish it would happen sooner !! The people who live behind me have 2 dogs chained up 24hrs. 7 days a week. They never take them in the house , walk them or play with them. They are out there when it is 15 degrees or 102. Of course they bark day and night. I don't understand why people like that have dogs !

    UNCHAINDOGS.NET in durham will put up a fence for your family (Dogs) check out the site you will get put on a list but it's better than doing nothing for your pet on a chain

    Yay !!! I can't wait and I hope this means the people behind me that have 7 dogs tied up in the backyard have to get rid of some of them. they keep adding up because everytime one of the females goes into heat they let the males off to Impregnate and keep one out of the litter- many times over and over ! not to mention they ALL Bark when one bark thay all bark ...
