Shooting Hit Raises Questions About Inmates

RALEIGH, N.C. -

After a gang member apparently ordered a shooting from inside the Wake County Jail, the Wake County Sheriff's Department is saying little about how it monitors inmates' communication with the outside world.

"If it's something that's brought to our attention, we do have means of identifying if it's true or not true," said Wake County Sheriff Donnie Harrison.

Harrison said most inmates are allowed to make phone calls, receive and send out mail and have visitors via a video camera system at the jail.

Because of security reasons, Harrison said he would not reveal if or how jail staff monitor inmates' communication.

The questions were raised after search warrants revealed Thursday that a gang member inside the Wake County Jail ordered the hit while incarcerated.

Two people were injured in the shooting that happened last month near the North Carolina State University Campus.

Four people were arrested after the incident.

Harrison said the Wake County Jail houses around 100 inmates that are known gang members, out of the total jail population of around 1,250.

Harrison said many gang members identify themselves and are separated from other rival gang factions for safety reasons.

He said if an inmate does not reveal he or she is a gang member, staff might be able to tell by markings or other methods.

"We look at their tattoos. We look at any markings they may have. We ask them questions," he said.
